How to Choose an Asbestos Removal Contractor in the GTA (And What to Watch Out For)

Asbestos abatement is a licensed, regulated activity in Ontario — but the GTA market still has no shortage of contractors willing to cut corners, skip required procedures, or work without proper credentials. Choosing the wrong company doesn't just expose you to health risk. It can leave you with legal liability, failed air clearance tests, and a contaminated property you now have to pay to remediate properly. Here's how to vet a contractor before you sign anything.

Verify They're Actually Licensed and Insured

In Ontario, asbestos abatement contractors must comply with Ontario Regulation 278/05 and the Occupational Health and Safety Act. Workers performing Type 2 or Type 3 asbestos work must be trained to the O. Reg. 278/05 standards.

Before hiring any contractor, ask for:

  • WSIB clearance certificate — Confirms they're registered with the Workplace Safety and Insurance Board and their account is in good standing. Get this in writing. If a worker is injured on your property and the contractor isn't WSIB-registered, you can be held liable.
  • Commercial general liability insurance — Minimum $2 million, though reputable abatement contractors typically carry $5–10 million. Ask for a certificate of insurance naming your property address.
  • Proof of O. Reg. 278/05 worker training — Workers should be trained for the type of work being performed (Type 1, 2, or 3).

Any contractor who hesitates, deflects, or says "we don't need that for this kind of job" should be disqualified immediately.

Ask Whether They Perform the Assessment Themselves

A trustworthy contractor will tell you whether the material actually contains asbestos before quoting removal — not assume it does to inflate the scope of work, and not assume it doesn't to keep the price down. Bulk sampling and lab analysis is the only way to confirm asbestos presence.

Some contractors perform their own assessments; others bring in a third-party environmental consultant. Either can be legitimate. What matters is that the assessment is done by a qualified person, the results are documented, and you receive a written report before work begins.

Be cautious of contractors who skip testing entirely and quote removal based on a visual inspection alone.

Understand What the Quote Includes — Line by Line

A professional asbestos removal quote in Ontario should clearly itemize:

  • The type designation for each material (Type 1, 2, or 3)
  • Containment setup and takedown
  • Labour for the removal work
  • Waste disposal in licensed asbestos waste containers (transported to an approved facility)
  • Post-removal air clearance testing — this is required by law for Type 2 and Type 3 work
  • Ministry of Labour notification fee (required for Type 3, with 10 days advance notice)

If air clearance testing is absent from the quote, ask specifically why. Some contractors exclude it to appear cheaper — but you can't legally re-open a Type 2 or 3 work area without a passing air clearance test. If you accept a quote without clearance testing, you'll either end up paying for it separately or re-occupying a space that hasn't been confirmed clean.

Red Flags to Watch For

Unusually low prices

Asbestos abatement has real costs: trained workers, disposable PPE, negative air machines with HEPA filtration, licensed waste disposal, and air clearance testing. A quote that's dramatically lower than others almost always means something is being skipped — containment, clearance testing, licensed disposal, or proper worker protection. The lowest quote is often the most expensive outcome.

Cash-only or no written contract

Any legitimate contractor will provide a written quote and a contract. If you're being offered a cash deal with no paper trail, that's a signal the work won't be done to code and you'll have no recourse if something goes wrong.

No site visit before quoting

Asbestos removal cannot be accurately quoted over the phone. If a contractor gives you a firm price without seeing the job, they're either guessing — which will result in a "surprise" change order — or they're planning to work without assessing what they're dealing with. Reputable contractors do on-site assessments before pricing.

Vague answers about disposal

Asbestos waste in Ontario must be transported and disposed of at approved facilities, double-bagged in marked asbestos waste bags, and handled according to O. Reg. 347 under the Environmental Protection Act. Ask the contractor where the waste goes and how it's transported. If they can't answer clearly, ask yourself where it's actually going.

Pressure to start immediately

Type 3 asbestos work legally requires 10 days advance notice to the Ministry of Labour. Any contractor pushing to start Type 3 work immediately either doesn't know the regulation or is planning to ignore it.

Questions to Ask Before Signing

  • Are your workers trained under O. Reg. 278/05 for this type of work?
  • Can you provide a WSIB clearance certificate and certificate of insurance?
  • Is air clearance testing included in the quote — and who performs it?
  • How will the waste be disposed of and at which facility?
  • Will you notify the Ministry of Labour if required?
  • What happens if the air clearance test fails?

Why Post-Removal Air Clearance Testing Matters

Air clearance testing — performed by a qualified person after removal and before containment is taken down — confirms that airborne fibre levels in the work area are within acceptable limits. It's not a formality. Asbestos fibres are invisible to the naked eye, and a work area can appear clean and still have elevated fibre counts from inadequate containment or removal technique.

A passing air clearance test is your confirmation that the work was done correctly and the space is safe to re-occupy. Without it, you have only the contractor's word — and no legal protection if health issues arise later.

Getting Multiple Quotes

It's reasonable to get two or three quotes for asbestos work. When comparing, don't compare total price alone — compare what's included. A quote that includes assessment, containment, removal, disposal, air clearance testing, and Ministry notification at $4,000 is a better value than one that offers "removal only" at $2,500 with everything else extra.
