Understanding the Three Types of Asbestos Work

Ontario Regulation 278/05 classifies asbestos work into three types, and that classification directly determines cost. It's not about the size of the job alone — it's about how dangerous the material is and how much protective infrastructure is required.

Type 1 — Low Risk ($500 – $2,000)

Type 1 work involves non-friable asbestos-containing materials (ACMs) that are in good condition and unlikely to release fibres. Examples include:

  • Vinyl floor tiles (9" x 9" tiles common in homes built before 1985)
  • Textured ceilings (popcorn or stipple ceilings not being disturbed)
  • Asbestos cement board in good condition

Type 1 work requires minimal containment, basic PPE, and standard disposal. For a typical residential job — say, removing a section of vinyl tile — most homeowners spend in the $500–$2,000 range.

Type 2 — Moderate Risk ($1,500 – $5,000)

Type 2 work involves non-friable ACMs that are being disturbed or removed, which increases fibre release risk. Common Type 2 work includes:

  • Removing textured ceilings (scraping triggers fibre release)
  • Pipe insulation removal (intact but being cut or removed)
  • Ceiling tiles in moderate condition
  • Asbestos floor tile removal

Type 2 requires a negative air enclosure, full PPE for workers, and licensed disposal. An average-sized room (e.g., a basement with stipple ceiling and floor tile) typically falls in the $1,500–$5,000 range.

Type 3 — High Risk ($5,000 – $15,000+)

Type 3 involves friable asbestos — material that can be crumbled or powdered by hand, releasing fibres easily. This is the most hazardous category and requires the most extensive containment. Examples include:

  • Spray-applied asbestos insulation (common in older apartment buildings)
  • Deteriorated pipe and boiler insulation
  • Loose-fill asbestos insulation in walls or attics

Type 3 work requires a full enclosure with multiple decontamination zones, continuous air monitoring, and post-removal air clearance testing. Pricing scales significantly with the area involved. A furnace room with deteriorating pipe wrap and boiler insulation could easily run $5,000–$10,000. Large commercial Type 3 projects can exceed $50,000.

What Else Affects the Price?

Size of the affected area

More material means more labour, more disposal bags, and more time in containment. Contractors will assess square footage for ceilings and floors, and linear footage for pipe wrap.

Accessibility

An attic with low clearance, a crawl space, or a mechanical room packed with equipment all add time and complexity. Difficult access increases labour costs.

Building type and occupancy

Occupied homes require more care, more communication, and sometimes off-hours work. Commercial buildings and multi-unit residential have different regulatory requirements that add cost.

Testing before removal

Before any removal, suspected ACMs must be tested. Bulk sampling and lab analysis typically costs $150–$400 and is often done as part of the initial assessment. Some contractors include this in their quote; others don't. Always confirm.

Post-removal air clearance testing

After Type 2 and Type 3 removal, the air must be tested by a qualified consultant before the containment is taken down. This is a separate cost — typically $200–$500 — and is required by law. Make sure it's included in any quote you receive.

What Should Be Included in Your Quote

A transparent, professional quote for asbestos removal in Ontario should include:

  • Type designation (1, 2, or 3) for each material
  • Containment and enclosure setup
  • All labour during removal
  • Disposal in licensed asbestos waste containers
  • Post-removal air clearance testing (for Type 2/3)
  • Cleanup and decontamination
